I would like to know if anyone knows why a Senior Chief petty officer has his stars upside down on his anchors

Also, on their Insignia's you got mixed information, on the dress Blues there stars are up, on ALL other uniforms their stars are down. Hope this helped EVERYONE that has been on this question.

He doesn't...unless something has changed in the last decade. Normally a chief has an anchor, a senior chief has a star ABOVE the anchor, and a master chief has 2 stars atop the anchor.

If you mean that the point of the star is down, who knows...look at the congressional medal of honor...it also points down.
