Any vehicle that has been owned by a company or governmental entity. It could be a company car for an executive, a service vehicle for a tradesman, a police car, a taxicab, or a rental car or truck.

Any group or company that owns multiple vehicles has a "fleet" of vehicles. A florist may have 3 delivery vans in their fleet, a car rental company may have 1000's. Some fleet vehicles are driven by different people, some are assigned to one person and they are the only one to drive it.

If you are worried about the "fleet" designation on Carfax, check further to what type of company owned the vehicle.

Very similar to a Company car, too. If a company buys 10 cars for its employees, these cars become part of the fleet.
