Interesting question. This has been debated for years. Centuries, in fact. The consensus seems to be that the danger of war having no rules is that it would deteriorate into terrorism, and the rule of the strongest, most vicious army. For example, the USA had (in the 20th century) the strongest army in the world. Not the biggest, but the most powerful. Both China, and the former USSR had bigger standing armies, but the USA had better equipment and training.

What happens where there are no rules is what is going on now in Dufar, Sudan and the D.R. of the Congo. There is, and has been horrible slaughter of non-combatants. Just as there was in Rwanda.

So, in answer to your question Yes, war does have rules between civilized nations, and definitely should for all.
Keep thinking!

Do mean like the between the fighting countries? Like you can't do this or you can use this kind of weapons. I am not sure because, isn't that the only thing holding some countries from dropping nukes on everybody else. I am guess, I am for the rules the, because we would live in total fear for our lives. We do have some measure of comfort knowing that there are some things that aren't allowed. I am going to really have to think about this some more. But for now I am sticking with the rules for war is a good thing....What do you think? God bless us all....

No. War should have rules . While I am not naive enough to believe the rules are always followed it is good to know that if they aren't and it is found out then those who committed the atrocities will be punished. Nazi's were punished for war crimes and I can not see how that was a bad thing.
