This is one of those open-ended questions that defies a serious answer. An answer based solely on patriotic sentiment isn't worth much.

First, it should be evident that only all-volunteer forces should be considered. Very few militaries that practice conscription maintain militaries that have a good spread of Category I types throughout their ranks. The Russian military pools its best recruits into its Airborne (VDV) and other elite units. Nations such as Finland and Switzerland have a very educated, very competent and generally fit pool of recruits to draw from, but theirs are purely defensive forces.

Second, for budgetary and personnel reasons it is easier to maintaing a smaller force. It simply isn't possible to equip everyone in the ranks with the latest and the greatest when there are over a million in the ranks. The PRC is a good example of this. Even the American military has these issues; take a look at the gear issued the National Guard versus that of active duty units, or even support units versus those units in the line.

Third, a truly "tough" military has a wealth of recent combat experience, and very little personnel turnover. Combat experience is perishable; rotate even a small proportion of personnel out of a unit and you have a marked decline in the efficiency of the unit. It is now commonplace for American units returning from Iraq to lose a good number of their veterans (I have seen entire platoons reduced to a squad) once stop-loss lifts and they are free to voluntarily separate from service.

By these standards, the answer should likely be the IDF, since their forces have been involved in more or less constant warfare (whether insurgency or outright war) since 1948. Their personnel turnover is minimal, their integration of reservists into their active duty forces is peerless, and their overall military readiness and skill is inarguable.

I would enjoy hearing a serious counterargument.

Pound for pound Isreal has the toughest military in the world. Second place isn't even close.

Based upon size, technology, experience and training, the United States is the toughest. Again, second place isn't even close. In case you are wondering, Great Brittain is No. 2.

I have heard that Australia has the toughest military forces in the world, but I am American, so I think the US Military is an awesome force to contend with...especially our Special Forces.

Id say the U.S or Israel. but the U.S has downfalls too, heres a couple.

1) a percentage of enlisted ppl are in it as for the money or a way to "do something with their lives" (like make some money or escape their troubles in their homelife, or not having a job, or not going to college, or a recruiter managed to convince them etc). This stuff is ok of course, but some other militias and armys have real ideologies and sense of purpose that trickle down to the individual soldier and they have real motivation. that alone is dangerous.
2) We are high tech, and best suited for country vs country conflict.
3) Americans wont stand for American soldiers dying. Any enemy knows that if they can inflict massive casualties, our media will be ALL OVER IT and ppl will start crying about dead soldiers (choosing to ignore that dying is a huge poosibility for soldiers since the beginning of time). This weakens morale and causes a govt like ours to not be able to really carry out on-the-ground infantry style full scale war.

Not being anti-american in the least, just pointing out that we have our weaknesses too. We are about the absolute opposite of a motivated guerilla group (such as hizbollah) as you can be.

I debate what ILLINOIS06 stated " all our Military are in the service for personal interest.." You say that you are not anti American...Of course you are ,and a cynical one
you are ! How dare you put down our Military ? You sound like one of those radical Muslims who explode
themselves so they can be remembered as heros...
because of their religious fanatism and also because they
have no " GUTS " to face combat with real soldier !
