Especially when I'm at school. It gets really hard to pee and it goes up before it goes down. Girls don't ever talk to me, and i always have to buy bigger pants. How do i get people to notice me and not my penis?

I'm not a doctor but it sounds like you have a medical condition called priapism:

Priapism is the presence of a persistent, usually painful, erection of the penis unrelated to sexual stimulation or desire. It is a true urologic emergency that may lead to permanent erectile dysfunction and penile necrosis if left untreated.
You need to see a doctor right away. If this is what you have and it doesn't get treated, you may not be able to get an erection when you are an adult. I looked up penile necrosis and basically the cells of the penis go dead and a man loses his penis. There are some photos here (very graphic be warned!):

Stop thinking of sex all the time. People do notice you but avoid you because they know what you're thinking from the bulge in your pants. Duct tape it to your leg.
