In any field it is the title assigned to those who lack formal training in that field and therefore whose stated beliefs lack the endorsement of the governing body.
In the church, it is anyone who has not been ordained as a priest or pastor (received the endorsement of the church as a leader).
There are plenty of experts in any field who nonetheless are laymen (or these days, lay persons or members of the laity) because they either haven't sought or haven't gained full acceptance into leadership.

This means even the every day working person(or person who may not be educated) can read it and understand it.
Layman means working class. Mr. or mrs average citizen.
