most any photo software will perform this but it all boils down to you painting over the text with the background color, in many cases it is very labor intensive! The text is no longer text when someone does this, it is an integral part of the image.

Yes...In yahoo Photo. you can upload the photo there (in your photos) then click on Edit photo, there you can Crop, Darken, Lightening, even put different picture frames on photos...If the writing is at the top, bottom or sides of the photo, then you can Crop it , by reducing the size of the photo...Give it a try and I am sure that you will become a pro at cropping...Good Luck

if the photo has been saved with text on it, no program would be able to know what image was under that text, as it has overwritten the previous portion of the image.
if it's an animated image, you could probably edit it your self in paint.
