Everyone is translating it pretty much correctly but since it says esta usted not usted esta i think it is a question.
My love, are you calmer now that you have spoken with my (female) friend?
It was a good point made about using the formal version of the word you when supposedly talking to their love. Maybe the author is trying to win the recipient over and is being polite in the process...or maybe there was a fight between the two and the author was trying to show that they are giving the recipient distance...it all depends on the relationship between the two. That what i would get out of the message at least......

Its kind of contradictory.
"Amor" is love or "loved one" but "esta usted" is you are formal, it doesn't mix... you wouldn't speak formally to your love, unless of course you're Columbian.
"Love, you are more calm after talking with my (female) friend." Is this part of a song?
