keep gum handy, they will get the hint if you keep offering it to them.

Bad news:
Looks like you're just going to have to come out with it.
Good news:
Lucky you, I've got the cure.
1. He's got to floss daily.
2. After brushing should brush his toungue from way back to front.
3. After brushing and flossing, should gargle with hydrogen peroxide solution - don't swallow.. (1 part water, 1 part HP) - this is totally safe and even printed on the bottle. It will kill the bacteria that is causing bad breath in the back of his mouth.
That absolutely WILL cure bad breath.
One caveat: If the bad breath is from smoking or coffee, it will only work until he indulged in those again.
If it is from garlic - He'll have to quit the garlic. That odor actually comes from the lungs (alcohol too- that's why you can't gargle your way past a breathalizer test).

Tell them that you've noticed that their breath is still bad even after they brush, and tell them that you heard that you need to brush your tongue to make your mouth really fresh. Offer them a mint or a breath strip. And smile when you do it!

It would be good if you pull them aside in privacy and tell them. Don't say anything to them in front of company, because it will offend and embarass them. They may have a dental condition such as halotosis, that is causing the problem. The dentist can tell them or prescibe them an oral wash to heal or treat the problem.

just tell them- If you're comfortable enough to call them your "partner", you should be comfortable enough to tell them something as trivial as that.
No big deal, maybe they need to floss or brush better. If not, maybe they have a medical problem that can be easily remedied.

Tell him or her out right, you'd want to know wouldn't you? Chronic bad breath could be a sign of a medical problem. Have him get checked out.

First, I'd wait until they are not paying attention. Then, haul off and slap them and yell, YOUR BREATH IS NASTY!!!!!
Just kidding... Seriously though, just come out and tell it like it is...or put up with it forever? He might just need to floss too...when meat gets stuck between teeth...it rots.
