They're for people with bad credit mostly. Some are legit. Make sure you have the car checked out by YOUR mechanic. If they won't let you test drive it for a couple hours, then something is WRONG with it!
A wholesale lot screwed me over last year. I paid cash for a 2000 Buick...my friend (who worked on cars) looked it over, and said everything looked ok. Well, it wasn't...after having it a month, it started acting up. It was a TOTAL piece of s*&%! Was an as-is buy, there went my money down the toilet. I put so much into that dang car..just to wreck the heck out of it without having full coverage. (only had the insurance to cover the other guy). *I am still ticked over that car*...anyway..some people have to use those kind of places. You'll end up paying quite a bit more, but make sure the car is in good condition. CarFax report don't mean didly squat! My Buick had a clean report...after further inspection, looked like the whole dang transmission had been "fooled" with. CarFax don't show up everything.
If you wreck a car, have some chop shop fix it up, then there would be no report... If it's in a flood...you let the darn thing dry out...no report.....get my drift on the carfax report???

I would be careful about buy here and pay here dealers independent, basically what you see is what you get, no warranty, have the vehicle ran through carfax.com, before you buy anything, if you can't get financed through a local dealer, that's why you have these types of dealers based on credit...
