you might be able to make some home brew with alcohol in the teens by adding more sugar, but 12% is about tops, because the yeast will start to die and they won't digest all the sugar. some of the crap they called "malted beverages" are not fermented with the mixture, but added later. Is this something you're drinking? I think you could probably make a commercial beer with slightly more alcohol. about 20 years ago, the cans in Minnesota said "STRONG" "6 %" Malt liqour isn't considered beer as is 9%

Correction, I read further. Ale is technically a beer, though not a beer as defined by American laws. It is brewed differently than beer slightly (temp), but the process is very similar. IT'S ALCOHOLIC CONTENT CAN BE AS HIGH AS 20%. IF YOU WERE DRINKING A BREWED BEERLIKE DRINK, THAT WAS NOT FORTIFIED, YOU HAD TO BE DRINKING ALE..IT IS FRUITIER IN TASTE. I drink Henry's boars head ale, but it Americanized a little, under 6%

Impossible.
Wine yeasts dies off at anything over about 14%. Some strains might go 1% higher but that's it. Most strains go at about 5%, this includes virtually all beer yeasts.
If you want a 19% beer you will have to fortify a natural one with additional alcohol. They do this with wines. Two of the best known examples are Sherry and Port.
19% beer would probably be pretty unpalatable. It wouldn't possess the range of flavours to support that sort of alcohol content. It would taste like mouthwash.

Just to put an earlier answer straight, Guiness is actually 5% alcohol. It used to be my beer of choice.

Normal beer is only around 5-6%.

The only beer with a very high alcohol content (I don't know how much, 15%?) is "Eisbock". It's a German beer, only available in winter. Traditionally it was made by leaving the beer barrels outside so the water in the beer froze. They remove the ice and the remainder is beer extract with lots of alcohol. Called Eisbock because "Bockbier" was used to start with.

here in the Philippines we drink "RED HORSE'

Home brewed beer can be every bit as high octane as liquor. The key to beer is balancing the taste with the alcohol content. I've found a Russian Imperial Stout recipe that looks dark as a coke tastes crisp and clean, and has 24.5% abv. And zymurgy (brewing) is easier and less expensive than you'd think.

Not in the US most here are 5.9 by volume, in some states they only contain 3.2, but i hear that in other countries like Ireland and germany you can get beers containing more. For instance, and I am not positive if you go to an Irish pub and order a pint of guiness i believe the alcohol content is 13% by volume.

There was a beer in England that ran at 14% alcohol. It was called Super Tenants and personally tatsetd like crap. Came in a tall can little saller in diameter thanthe usual ones. Havent seen it here of late but the last time i saw it was back a few years.

I'm not sure I know Blue Moon beer has a higher than normal alcohol content but I don't think 19%

Legally, they might be called malt liquors, but they are all beers.

At 19% it's more of a Malt Liquour.
