Around 1990. They were proposed by Elizabeth Dole, who was Transportation Secretary under Bush the elder.

They're called a "Dole" light.

Well it has not been always...I don't know the exact year but my guess would be that it was in the mid/early 90's. Would be when it was required, if it really is. But im sure the first one was a long time ago.

If you mean the light in the rear window, my 1980 Plymouth Volare has one.
