My friend wanted to get some fertilization treatment done, but she had no problem getting pregnant, She wanted to pick the sex of her baby. Tricare told her that if she or her husband carried some gene that caused birth defects and could be transferred to only one sex baby, they would pay the costs, but otherwise they wouldn't. And I knew this other couple and they were desperately trying to have a baby, and I'm pretty sure that tricare was paying the medical expenses for them. Go to your local Tricare office and ask them, or find the toll free number.

I'm not sure about artificial insemination. But they do help pay for some kinds of fertility drugs such as clomid.

I know they pay for fertility treatment if it is for the dependent spouse of an active duty serviceman. If you are female and in the military they will not because it would make you non-deploy-able.
