I was 11, but I think I should have started sooner. I actually started hitting puberty at about eight or nine, so I already had quite a bit of hair on my legs.
My hair doesn't grow back thicker, but it is rougher, and darker. And I usually have to shave at least every other day.

It really depends on how fast you develop. Hair grows at different rates on each person. Your natural hair color will also be a factor. Dark hair or fuzz will show up more than light or blond hair. That said, if by the time you reach your teens and you are in to wearing skirts and dresses, you may want to start shaving and get rid of the fuzz. If you are sitting in close proximity to others and have your legs exposed, it may be noticeable even if the hair is lightly colored.

Around the time that she starts her period, because by then, your legs are pretty hairy! Yes, it does grow in thicker, it's pricklier too, and you can't stop shaving them once you start. It's the same if you ever try shaving your arms (i dont recommend that!).

Sometimes darker headed girls should shave earlier like 9 or 10, but sometimes lighter haired girls can wait until 12 or 13. It often becomes a social issues by grade 6 though. The change of life from childhood to adolescents.

It is not true that it grows thicker, you are just blunting off the edge when you shave it so it appears thicker because the ends are normally thinner.

I started to shave when i think i was nine. but whenever the hair gets real thick or she gets self consious about it is when i'd say she should start to shave. and yes it is true that hair will gorw back thicker. the thickest hair will grow back thickest when waxed or plucked so shaving is the way to go!

New grown hair can't be thicker. It grows the same all the time no matter how long it is above the skin.

i believe a girl should start shaving at about 13 or 14. I dont think shaving should be rushed cuz i think these days girls are just growing up too quickly and besides, whats the rush? lol

Once she gets to an age when she wants to shave her legs because it bothers her that they are hairy... but not under 10-11 years of age. I don't know if it grows back thicker... but it does grow back coarser, that fine hair becomes icky stubble and is just nasty. lol.
