It applies to everybody. The government should serve people, politicians should be there for their people, but instead they are so in love with power that nothing else matters. Self interest is what counts nowadays but if you go on reading Paul's letter, it says:
"4. Charity suffereth long, and is kind; charity envieth not; charity vaunteth not itself, is not puffed up,
5. Doth not behave itself unseemly, seeketh not her own, is not easily provoked, thinketh no evil;
6. Rejoiceth not in iniquity, but rejoiceth in the truth;
7. Beareth all things, believeth all things, hopeth all things, endureth all things.
8. Charity never faileth: but whether there be prophecies, they shall fail; whether there be tongues, they shall cease; whether there be knowledge, it shall vanish away.
9. For we know in part, and we prophesy in part.
10. But when that which is perfect is come, then that which is in part shall be done away.
11. When I was a child, I spake as a child, I understood as a child, I thought as a child: but when I became a man, I put away childish things.
12. For now we see through a glass, darkly; but then face to face: now I know in part; but then shall I know even as also I am known.
13. And now abideth faith, hope, charity, these three; but the greatest of these is charity. "

If you do not have Love, then it is true...you are not profitting from it. Love is something great for humans (including those in the Middle East.) Giving your body to be burned will just get someone a pile of ashes. If that person didn't love you, then the ashes aren't important.

In regards to the Homicidal Bombers, they do have families that love them and that don't want them to blow themselves to pieces. Even the most extreme radical families don't want to lose a loved one, and mourn his suicidal death. I do say mourn, when others will say they "Celebrate" the death. To each his own, but when something is missing that you love....you mourn. Even the most devote Christian mourns the death of someone they love....even knowing that person is now sitting with God and in a much better place. So I would contest that it is no different in the Middle East. Sure you're son just killed a bus load of innocent children by blowing himself to pieces....hooray he is now with Allah and 75 virgins (a much better place). The loss is still mournful.

It doesn't apply to governments. Governments aren't capable of feelings. Politicians on the other hand will paint on the appropriate face (or emotion) depending on the situation. As a soldier, to think my government "loves" me and "cares" about me the same way my parents or wife does....is a severe case of misplaced confidence.

do you believe that a homicide bomber does what he does out of love? I don't. the ways that this scripture applies today is in does not matter what you do in the name of god, it will get you no where if you do not do it in love. too many people hurt other in the name of God today, not just physical pain, which can heal, but with words and condemnations, that cut to the heart and leave scars that never heal.

This applies to all people. Governments are incapable of love, as they are not one person. They have no emotions. But heads of state are people. So it does apply to presidents, kings, and dictators.

You can apply that to homicide bombers, but it would do you no good. Their belief system holds love as irrelevant, as long as they obey.

One way it applies is how we speak to others about the gospel.
Calling people names and putting them down is not the right way.
I won't mention any names, but there are some people on this site, even though they may have a lot of Bible knowledge, who do not understand or care about this concept.

In simple form; why did the person do 'such and such'? If the person did for a reason for love; or some other reason; the verse explains it.
