Anyone can have beautiful eyes. No matter what race it is. As a Muslim, I think everyone has beautiful eyes and it is not because they cover themselves from head to toe or because they are "Muslim". Also, Muslims can be from everywhere. There are Chinese Muslims in Xinjiang Province, South African Muslims, Latino Muslims and even Norwegian Muslims. If you mean Arabs, Persians, Turks then yes, they do have pretty eyes. Thanks for the comment...

Perhaps, because the eyes are all that show when the woman wears traditional costume, these women have learned to convey worlds of meaning with them. Expressive eyes are beautiful eyes.
P.S. Just noticed your addendum: my answer would assume that they wore this costume at least some of the time. Who knows?

Two reasons:
1) Dark eyes with light skin.
2) The rest of their face is hidden.

I HAVE SEEN SOME OF THE MOST BEAUTIFUL MUSLIMS (MOSTLY MEN) BUT I THINK THERE ARE SOME VERY NICE LOOKING LADIES
