Most INS offices will take your green card once you become a citizen. There should be a record of the lost card at INS. Not having the actual card should not prevent you from becoming a citizen. However, the process to become a citizen may be a year or more, so you may want to replace your green card for other reasons (such as to work).

If you had a green card, there would be a record of it being issued to you. You probably need to contact the Immigration Office. They will have a form that will need to submit to get a new card. It is easier to get a replacement than a new one. Good luck.
