Since the dogs are in at Night, you could put up a sonic animal repellent (available from most hardware/diy chains). If you linked it to a timer it should not bother your dogs, but repel any cats.

The chemicals that you can put down work, but get washed away or may be toxic to dogs.

One cat repellent that is safe for dogs is actually based on big cat (Lion, Tiger) dung. This also works, is organic, but can be washed away

If building a small fence is not an option either, you could put a little bit of cat food out at night. If this doesn't work you can call your city pound so they can pick up the stray cats and if they arn't stray tell their owner to please keep them inside at night.

Do you have any cats? Because if you do and they are in heat, the cats could juts be responding to that. If you don't maybe there's a neighbor cat that is in heat. If it is really bothering you, perhaps you could just go outside and spray them with the hose a little bit. But personally, I would just leave them alone.

Get a couple of small animal traps. The run about $40 or you could probably rent one. Bait the trap with a can of tuna and your local animal shelter after you trap a couple of them. The other cats will get the idea.

no, not the dogs, get the freakin' cats!!! Put up high fences and wire traps installed on top. Make sure the fences have very small holes, as the cats can squeeze their bodies through large ones.

A bucket of water will do wonders... you might have to repeat that a couple of nights, but then the chance is high that they will not return again.
