I just got a very nice 5 mp HP Photosmart on eBay for $60.00.
They normally sell for about $100.
That would be a great price for a first camera for a teen.

Nikon Coolpix 4600 (4 megapixel) or 5600 (5 megapixel plus video) are
both under $200, even including a decent sized memory card (512K to 1
GB). I have many digital cameras and I am never disappointed with the
results of my 4600. AND - it uses "AA" batteries instead of expensive
special batteries. It's about the size of a pack of cigarettes, too.
There are newer cameras that I am not as familiar with in that price
range, but since you said "good, small, cheap," this is one (two) I can
really recommend from experience. There are newer Coolpix cameras, but I
admit that I am not familiar with all of their features. I'd say to just
be sure you get one that has an optical viewfinder, though, because you
can't always see the image in an LCD viewfinder.
Here are a few samples. These pics were taken with the Coolpix 4600 with
no tricks or gimmicks or filters or anything. They had some "very minor
adjustments" in Photoshop. If you bought this camera today, you would be
able to go out and snap these pictures yourself.

What type of budget are you looking for?
A very good full sized digital camera runs about $400. The best one is the Sony DSC-H5:

But it sounds to me like you want something alot cheaper. Probably the best camera you can get for less than $200 is the Canon PowerShot A530, which is last years model of the A540:

If you are really strapped for cash, you can probably get a Canon PowerShot A410 for about $100
Take a look at pricegrabber.com for these cameras. Make sure they are selling a brand new camera and not a refurbished camera.

$200-$500 The more money the better it is! Also make sure you get one with lots of mega pixels and a good memory card.

you can get a decent compact point and shoot digital camera for under 300 dollars
might i suggest the SD450? decent camera... easy to use...

mine is the samsung i5,,,,it cost $235 but it is sooooo worth it,,,,i absolutely love it....it takes beautiful pics....and also u can record video clips with it...it has tons of really awesome features....and is really small ...i cant say enough good things about it
