No, Step-brother is what you 'inherit' into a family-unit. The other one you call half- brother.
Half-brother you share a biological parent. With a step-brother you don't, it is by marriage only.

No hes still your brother even if he was born out of wedlock as long as you both have the same mum and dad. A step brother is the step son of your mother or father, and is not blood related, and is related only by law.

I think you call him your half-brother, that is the son of one of your parents born out of the marriage. and Step-brother is the son of your step-mother or step-father.
