This verse if Zechariah has nothing to do with Jesus. FIrst of all, in context, it refers to the period of time after the coming of the Moschiach, who is named in Ezk. 38. Further, no where in the entire Torah-Tanakh, is a Messiah named Jesus ever mentioned. One would thing, logically, after the manner of which GOD addresses individuals by name, such as Cyrus who is called by name,,,,that it would have been no problem for GOD to name Jesus as a future messiah, had such been God's plan. But, no, there is no Jesus in the future of Israel as a Messiah. However, there are many fabrications which the NT makes that attempt to make Jesus the messiah, which all of the Jewish sages of that era reject.
Further there is no evidence whatsoever of a historical Jesus, in any of the contemporary historians of that era other than the obviously forgery of the writings of Josephus. (This is a major topic needing longer discussion).
Now, lets examine some of the implications in Zec. 16: It indicates that the earth will not be consumed with the NT hellfire judgement which the NT says will occur with the supposed second coming of Jesus. If the NT were correct, then when Jesus returns, the earth will be totally devastated with fire and Judgements....but Zechariah says that the earth will be receiving rain, or not, depending on the actions of the people living when the Moschiah is established in Jerusalem.
THis also is confirmed by Isaiah, who speakes clearly, that the LAW will flow out from Zion, or Jerusalem , to all the earth, and that the earth will have a rennasance of Peace.
Malachi in his book, indicates that prior to the coming of the Moschiach (messiah), Elijah will appear, to turn the hearts of the fathers to the children and vice versa.... and since we can see that such an event did not occur two thousand years ago, which was supposedly the first coming of Jesus as Messiah, even though the gospel author intimates that Jesus says that John the Babtist was Eliajah...but John never turned any hearts, though supposedly preaching repentance and moreover, he denied that he was That Prophet.
SO in all events,,,we still look forward to the Messiah, Moschach...and no first or second coming of a Jesus fits or fulfills the criteria for Messiah. SIncerely

During the Millennium - Nations which CAME AGAINST Jerusalem to Battle

Zechariah 14:16 through 14:19 (below) are referencing events during the Millennium for those nations which CAME AGAINST Jerusalem at the Sixth Trumpet (Re.9:13-21).

The Millennium will occur directly after the battle of Armageddon.

During the Millennium, the Lord will rule all nations with a rod of iron (Re.19:15, Re.12:5 below).

Zech.14:16And it shall come to pass, that every one that is left of all the nations (Eze.39:2) which came against Jerusalem (Zech.14:2) shall even go up from year to year to worship the King, the LORD of hosts, and to keep the feast of tabernacles.

Zech.14:17 And it shall be, that whoso will not come up of all the families of the earth unto Jerusalem to worship the King, the LORD of hosts, even upon them shall be no rain.

Zech.14:18 And if the family of Egypt go not up, and come not, that have no rain; there shall be the plague, wherewith the LORD will smite the heathen that come not up to keep the feast of tabernacles.

Zech.14:19 This shall be the punishment of Egypt, and the punishment of all nations that come not up to keep the feast of tabernacles.

Re.19:15 And out of his mouth goeth a sharp sword, that with it he should smite the nations: and he shall rule them with a rod of iron (Re.12:5 below): and he treadeth the winepress of the fierceness and wrath of Almighty God.

Re. 12:5 And she brought forth a man child, who was to rule all nations with a rod of iron (Re.19:15 above): and her child was caught up unto God, and to his throne.

Already happened long before Jesus came the first time. This is talking about the King of the Universe that was in the temple at that time. Later the King came to this earth to die as the Lamb and took away the system of sacrifices of sheep and goats and bulls. All the sacrifices before that was signifying the death of Jesus on the cross or was a type of Christ as HE would be the Lamb that was slain for all sin and become the redeemer of man.

According to the Bible, all people alive today who continue living to the end of this wicked system and who are judged to be enemies of true worship will undergo the “judicial punishment of everlasting destruction.” (2 Thessalonians 1:7-9; see also Matthew 25:31-33, 46.) They will not have a resurrection. Likely, then, the ones “left remaining” include the members of the nations who died before God’s final war and for whom there is a Bible-based hope of a resurrection. “The hour is coming,” Jesus promised, “in which all those in the memorial tombs will hear his voice and come out, those who did good things to a resurrection of life, those who practiced vile things to a resurrection of judgment.”—John 5:28, 29.
