Outlet stores/malls are great for that. My daughter found 4 pair of pants for the price she would have paid for one in a regular retail store.
Sometimes, stores such as Penneys and Sears will have great reductions on items from the last couple of seasons - often the same, exact, style is available in the "new" section.
If you are talking about supplies such as paper, notebooks, pens, backpacks, etc. now is the time to go. Almost all stores will have great sales right before school begins.
