Some of it could be a chemical imbalance.
A lot of it has to do with a person's outlook on things. If a person feels that he or she does not fit with other people, or has no interest in going places, then chances are that the person will sit around and mope. When people are not stimulated mentally, they will often see the gloomier side of life.
Remember that a half-empty glass is also half-full. If a person always thinks about the negative things in life, then that is all they will see. On the other hand, if you can look outside of yourself and appreciate things a bit more, then the mood will change.
Also, just basicly being content will help. There are some things in life that we cannot change. There is no sense in crying over spilled milk. Try to change the things that can be changed, but do not worry about things that cannot be changed.
Try to talk to other people, read, go for a walk. Get outside of yourself if you are depressed. Do not experiment with drugs or alcohol as this can be devastating. See your doctor if you think you need professional help.
And give yourself a pat on the back. You deserve it!
For those who are always happy, perhaps they have come from a family where money was not an issue, and they could always go on family vacations and have always enjoyed a beautiful house, and were lucky enough to go to ivy-league university.
We should all remember that we are individuals. My situation is different from yours, so I should not compare or feel regrets. However, there are always things to learn from observation. Keeping an open mind is part of winning the battle.

Seeming to be of the more depressed variety myself I have had to consider this question a lot and look for an answer that could help me accept myself and live the life I was created to live here. So here's my hopeful answer. I believe some people are more emotionally sensitive to moods, feelings and experiences of life on Earth, other people, etc. (empathy or being empathic), and the truth is that the state of humanity is depressing. Child abuse, animal cruelty, poverty, everything seems difficult. So some people are better at "acting" happy while others reflect a more realistic mood. Depressed, anxious etc. But is also true that my life has been pretty scary and depressing since I can recall. Maybe the imprints of early childhood are very difficult to alter. But I do know that positive affirmation, visualization and exercise help. Making a conscious choice to think thoughts that "happy" people naturally think such as "I live such a wonderful life. I am a great money manager. I have a partner who loves me and respects me and treats me with grace. I feel confident and self assured." Was this answer more than you asked for?

People that are happy even when times are tough have a better understanding of life. They see hope in all things and see a purpose to everything.
People that are depressed probably do not have a good view of life and because of the way that they were brought up, they see little hope. OFTEN times people cannot help being depressed. They are now finding that depression is triggered by severe chemical embalances in the brain

I would correct that by saying some people are happier than others and that sadness and depression aren't the same.
Sadness doesn't last as long as depression, but can turn into it.
It's a point of view. If you choose to look at life positively, then you'll be "happy."
We all have moments of both states of mind. By concentrating on what's good in our lives, we can have more moments of happiness than sadness.
And of course depression is treatable. No reason to suffer unnecessarily from that condition (know from personal experience).

It could be due to the depressed one an enviormental produced Problems,or it could very well be a chemical imbalance of the brain. The people that are happy much of the time could mean they are content and have a happy enviorment with little to stressors in their lives. then again they could be without a chemical imbalance of the brain.
