It is an unconcous act of a person being intrested in somebody. Sometimes the person already knows he/she likes somebody and just wants to oggle while they're thinking of ways to ask him/her out or to just get noticed.

There are many reasons why a person in this case, a woman would observe a man in great detail or meticulously:
1. The man may remind her of someone in the past, could be a person that did something bad to her or it could be something that he did good to her or just a fantasy of someone she never interacted with due to low self esteem or perhaps he was already taken at the time. Either case, she could be reminiscing something of the past while observing the man in question.
2. The obvious answer could be that she is physically attractive to the man. The man is a delight to her eyes and or imagination while in an idle state of man.
There are a number of reasons that could be speculated, be that as it may, it would be imperative if the woman is interesting enough to inquire of the woman in question. Insight a conversation about something with attempts of getting inside of her head and learn what she is all about.
In college, I recollect a required course in sociology, and the first chapter of the book asserted that if you basically find yourself observing or watching people then you have potentially the makings of a sociologist. Sociologist are basically people watchers.
That woman in this case might be a type of person fascinated by watching or observing people including listening which one can learn a lot from this type of method.
Reading a person externally is a risky endeavor because you can never know what is really going on inside of another persons mind with a great degree of accuracy without both observation and inquiries within. Of course, it could mean nothing that the woman keeps looking at a man in great detail, but on the other hand, it might mean something. To inquire of the woman in a polite manner would not hurt perhaps through some good small talk.

do you mean study them on the way they act, what they are doing etc. These people are what you call people watchers. You can learn a lot by just watching and listening to people. It doesn't mean anything, they just find you fascinating to watch. If they were interested in you they would say something to a friend, and it would get back. Or you can just go up and ask "do you find me interesting to watch", and "why". be prepared for an answer, no mater what kind or answer they give you, its an answer, it has meaning behind it.

No way to tell. It could mean many things. Maybe she's attracted to him. Maybe she's horrified by him, and is staring out of disbelief. Maybe she's just bored, and has nothing better to do.

It could mean she needs to pass gas & she wants to make sure where you are at all times so she'll know when the best time to let it out so that you won't hear her. lol...well I'm just saying it could possible mean that.
