That is a very real possibility! Sometimes, I feel like panting when I'm thirsty too! :) The more a dog pants to cool himself, the more he will need to drink to replenish what is lost. Dogs can get dehydrated also.

It means there hot and it can mean there sweating also if they ache somewhere or don't feel good they will pant and sometimes pace.A healthy dog will just pant because there hot or sweating or just excited.

Dogs sweat through their tongues so they could probably use a drink of water when they are panting, just like we do if we are sweating a lot.

They may or may not want a drink of water. You don't need to worry if they don't drink any water right away though. They may be hot, but not thirsty at the moment. When they are thirsty they will get some water. However, if you should notice your dog going all day w/o drinking any water then there might be a problem.
