cats definitely... I have a cat and a dog at home and I tell you, the cat is so cunning, the dog is like Ran-tan-plan (the jail dog from Lucky Luke)

The reason we think dogs are smarter is that they are willing to use their powers to help us. A cat can do the same things, but why bother?

SuzyQ has a great response here, best answer so far. I'd like to add that cats seem to go off and think about things, then try a different strategy. For example, if you put a bunch of stuff on top of the refrigerator to keep the cat from sitting there, he will look at, and you know he is thinking about jumping. If he decides he can't do it, he leaves, then comes back in a little while and makes the leap, as if he's thought about it in the meantime. But it's too easy to anthropmorphize? -- ascribe human qualities and thoughts.

Cats are smarter!!!

The reason is simple, cats are independent and make decisions on what they feel like doing. Dogs want to do anything you tell them and don't care if they get hurt doing it. I have both cats and a dog, my dog wants to go outside when we go out and wants to come in when we come in. Which tells me he just wants to do what ever he thinks we want him to do. NO INDIVIDUALITY. If I call my cats to come to me or to stop doing something wrong, they just look at me and walk away or continue doing what their already decided to do. This shows a higher intelligent to make decisions on their own regardless what you want.

Not that I've proving it personally but a good example is that you could kick a dog over and over again and he will keep coming back to be pet, but kick a cat once and that cat will never trust you again.

Cats are smarter than dogs; dogs only seem smarter because they obey. Both cats and dogs (as well as other higher IQ mammals and a few birds) are "self-aware". However, rather than being led as dogs are, cats are independent. Your dog views you as the leader; your cat views you as an equal, if you're lucky.

It depends on what you need them for and how you determine intellect. Some breeds of dogs are used to do things like sniff out drugs, but not all breeds can do that. Cats can be trained in the same way.

I prefer to think that cats are because they have around 100 different vocal sounds, while dogs only have 10. :oP

If one is a cat lover huh like me...CATS are smarter. If you are a dog lover huh not like me...Dogs are smarter. But serious most animals depend on instinct and trial and error to survive, so in all essense I think some animals are smarter than their owners. NOW all you grumps out there I am just teasing!!

Neither and here's why. They each have their own strengths. A dog has more logic than a cat, but a cat has more common sense than the dog. Example, if you chain a cat up outside, it can figure out that it is wrapped around the tree and walk around it until it's loose. A dog will keep wrapping himself around a tree until he is completely wrapped up, and then stand there and bark for his human to free him.
A dog can be trained to solve crimes, that's true, showing that a dog wants to please his owner, therefore he is easily trained. Logic dictates to the dog that if his owner is happy, the dog in turn will get what he wants from his owner.
A cat pleases himself. They are a more arrogant animal and therefore they do not care if his human is pleased with it's behavior. They care just enough that they don't want to get punished, again, a rather self serving act. This is the attitude that makes cats less trainable, and then they really are not much good at solving crimes.
Each species has it's own traits that make it smart in their world.

Cats look smarter than dogs. My dog looks stupid as heck, but I think he has a better capacity to learn then my cat.

From what I have read they are really close on I.Q but the cat is smarter ,Its harder to see that because they are very independent , I prefer dogs as pets so this is not a bias opinion
