Here's a practical answer...
That's another way of saying that if your not so busy with all your own personal egotistical needs (noise) you will have the right mind to notice whats going on around you, suffering.
Suffering is everywhere, even if your having fun, the thought of losing that fun causes suffering. So if your silent and without desire (for fun, gain, etc...) then you can be more free from that which makes you suffer.

While God does more than people realize for people - the question you should be asking, seeing God gave MANKIND dominion over the earth, is....
Why is it humanity at large - the majority of the global population - that they remain silent and do nothing about the suffering. If the majority came together of one mind and one purpose to end human suffering it would be done.
Disease and accidents and things like that would still come, because a balance of population has to be maintained and the laws of nature would see to that (could you imagine an over populated earth?). BUT the amount of suffering and needless death would almost be squashed.
Common sense will tell you that if no one died on this planet - the suffering of hunger and violence would be intolerable, a living hell across the board. Certainly death is a part of the grand scheme of things - but suffering is not.
Again this goes back to sin and the sin nature. Mankind is not going to be joined in unison for the purpose of benefiting all mankind because there is too much selfishness and greed in this world. There are people who live for greed, violence and power at the expense of others.
This is why Jesus is coming back at the proper time to prevent mankind from total planet wide genocide.
When God asked Cain to account for his brother, Abel's dissapearence.., Cain tried to cover his self.., "am I my brother's keeper?"
In essence that same sin nature even now seeks to blame God for every bad thing mankind does and refuses to take responsibility for their own benign actions.

There are lots of possibilities, take your pick:
1) There is no God.
2) God is not entirely good.
3) God intervenes in other ways.
4) The suffering is a means to a worthy end.
I'm sure there's more.

I certainly don’t believe in the Bible and I doubt any reasonably intelligent person would either. However, if you view the Bible as a man-made play script, with several actors God, Devil, Jesus, Satan, Adam, Eve, Noah, and so on, then you can certainly start to see a clever interwoven plot, that the audience is unaware of. It’s really just a drama thriller with clever twists.
You see, if you seriously think about it in an unbiased manner, then clearly the actor God in the Bible could really be the Devil, and the audience (religious believers) are being sucked into being the bad guys, who then use religion to get everyone fighting each other.
On the other hand, the more intelligent audience (Atheists) spot the plot and try their best to teach believers that this is just nonsense, stop getting sucked in.

Is God really silent, or are people deaf to his voice? We people want God when it's convenient and reject him when he seems to be cramping our style. Suffering is a direct result of individual sin. Yeah, sin! If you lied, guess what? You've caused grief in this world. If you had sex outside of marriage, guess what? you've caused grief in this world. If God says he can be known and shows you and you turn around and say, I don't accept that testimony, guess what? You will live a different way than what you were designed for.
What is it you want God to do? He has carried the weight of sin to the cross. Look to it!
I'm sure that what has just been said could be dismissed out-of-hand, but guess what?

Just like the suffering was made by man so was God, God will speak when the healing process begins and the people will again be fooled it will be forgotten in the minds that were not affected and so God has prevailed again.
People wake up, why can't you see the fabricated lies of man and God

God only created these sufferings, to the people who deserve these, due to the follies & sins they perform. The sufferings are the times for the people to repent off & remember the God, & to pledge not to perform those sins again. Most of the people know very well in deep of their hearts that what faults they have performed.
Also to remember the God in the good times to come, so that he protects & warns us ahead, not to perform sins again.

This is not suffering here on Earth.
This is an illusion we are experiencing.
We are 3 part beings Body, Mind, & Soul.
The soul, or spirit, is who we really are. We choose to live with mind and body in a relative world (of illusion) in order to experience the good and the bad. This is the only way to feel the experience of love.

Suffering is always in the minds only. The pain perhaps also in the body, but the lingering effect pain , causing much more damage is in the minds. God has no role in it, and is very much aware, that this mental suffering is of no consequence.

He is not silent, he is watching and when he has had enought he will end all this suffering with his kingdom that he promised us. He said it will be just like in the days of noah when the earth was full of violence he ended it
