thanks to all for replying. shes 21. i was thinking about a perfume and a card. we have gone before but that was last year my b'day but ya we meet regularly and talk on phone but this time was different. she didn't hesitate or anything she was cool. i asked if i cud kiss her she didn't say no she was shy. she kissed my hands and said that we will talk about it after some time.. thanks to all again

For goodness sake man. Don't ask her permission for a kiss. That's a guaranteed turn off. Show her you're in control and you dare take what you want.
Reward her with gifts but not in order to buy her favour....make it totally random so that you are unpredictable.

Holding hands and hugging for 15-20 minutes is not exactly groundbreaking...but, hey, keep trying for it!
I would suggest you go for something not too personal (such as rings or jewelry) but maybe a gift card. Don't worry about what it is, the point is that you remembered her birthday.
