that's like asking if there is a program to run windows.
Linux is an operating system, and you can freely download it, and install it alongside windows with a bootmenu so that you choose your OS on bootup.
If you want to run linux IN windows, you will need to create a virtual machine within windows using software like VMWare.
This (like linux itself) is NOT for noobies, as it will introduce other complications to your linux installation.

The best way to explore Linux is using a distribution that will run from CD (live CD) like Knoppix. It will of course run more slowly from CD, but you don't need to partition your drive or install an emulator

vmware will let you run any operating system inside windows or linux. They offer a free version for server, and they charge for some other versions...given what you're trying to do, the free version would work fine for you. I run vmware workstation on my laptop (windows) and vmware server on my linux server, and both of them work fine.
