"best" is always a matter of opinion, and you will get many answers from many people.
The cheapest of course if FREE. I don't think anyone is paying people to use their registry cleaners yet, but there are a bunch of free ones.
Personally, I just stay away from anything that says "Norton" on it.
Also, stay away from retail versions offered for free on peer to peer sharing networks like Limewire. Many have been modified with spyware or out and out back doors so that the modifier can gain access to your system. Getting ANY executable software from a peer to peer sharing network is always dicy at best, and if it's retail software, it's also illegal to do so.

IMO...they all suck, just reinstall windows. I'll guarantee you that your computer will be a lot faster after reinstalling than after using a reg. cleaner
