depends are you talking absolutely nothing or just a few extra bucks here and there?
1. Don't expect to get it all done in one shot. Do a little project as you go and money or supplies become available.
2. Talk to family, friends, and neighbors and see if they have anything they can part with or services/skills they maybe willing to help you out with. You may have to barter and offer to mow their lawn or something but you might be surprised just how many people will help if you simply ask.
3. Craigslist.org There is a free section for your city and there is also a wanted category, post what you are in need of and you might walk away with some cool stuff free.
4. IF you have a small cash fund, try thrift stores, clearance sales, and newspaper ads.
You might be surprised just how cool you can make a room on a shoe string budget or no budget, you need to be patient and willing to put the effort out to hunt down that oh so perfect whatever.

Well, i hope you are able to find a couple bucks! Try looking in the sofa cushions for change! At many paint stores they sell paint that has already been mixed, and they need to get rid of. People must not like the color when it is mixed, and refuse to buy it, so they must sell it for less. Sometimes the choices aren't all that bad. Remember, paint has the biggest effect on the feel of a room. Go to yard sales, and don't be afraid to haggle. You can always repaint something if it has an out-dated finish! Sometimes, you may even find furniture thrown out along the curb. I advise you to pick it up, and make it work! Buy some slipcovers, for ugly or dingy sofas and chairs! Disount furniture stores such as ikea have great fresh pieces for a very low cost. Pier 1 even has some awesome sales sometimes. Acessories are inexpensive, and really make a room feel complete; so have fun picking them out. It really isn't that hard to design a nice looking room with a very tight budget! ~Good Luck~

When you say "no money," are you being literal, or just wanting inexpensive tips?
I find that HGTV is fantastic in its variety of decorating/design shows. Watch some: Design on a Dime; Decorating Sense; Design Remix; Freestyle; My First Place...there are more.
Target has great stuff. So does Big Lots. Pier One and World Market (Cost Plus) have sales.
It isn't necessary to spend a lot to get a nice look.

With creativity (and a sense of humor)! My son just did it for his first apartment, and he had a great time in the process. Start at Goodwill. Their prices are often better than yard sales. Also, use things in ways they weren't designed to be used, i.e., a plastic trash barrel with a board on top and a sheet over that for an end table. Cut pictures from calendars for the walls and bring in lots of plants (for filler and for cleaner air). As time goes on you can add nicer details, but for now have a good time being clever.

Be creative... you can get some really good ideas on the Home and Garden channel where they remake houses for really cheap....also use cheaper products..for example get the cheap paint at wal-mart ... you can get it mixed to the colors you want.. A lot of people think that the more they spend the better it looks.. they get $10 paint brushes and $20. roller pans .. heck you can get everything u need for under $20... just shop around. Instead of buying new furniture.. check into refinishing yourself and replenishing yourself... i just recovered my lazyboy for $25. a new one would of cost me $500.

try scavaging furniture on a day when people discard furniture. Libraries have lots of books on recycling things. trade work with someone who can help you do it but needs your service. ask for scraps you think you can use from a construction site when they are finished ie discarded doors windows wood to build things. Get a loan from bank parents friends . Get a second or evening or weekend job to buy the necessary things.take in a roommate to cover cost of expenses.
