See if your ISP allows you to set one up on their server. My ISP allows me to use up to 15mb for mail and a web site. Another option is to set up a free blog, mySpace, or Yahoo 360 web site.

If you really want a regular web site and your ISP does not offer it, you can find commercial companies that will host them and even get a personal URL for you for a few dollars a month. Check any computer magazine or do an internet search.

You'll need somekind of web host to host it for you. Your ISP may offer you free hosting, but if you want a domain of your own (.com address), you will need to pay money to a professional hosting company. In my experience, the best that I've dealt with are:

Sliqua Enterprise Hosting - http://www.sliqua.com
My website has never gone down with them, and they also will help you more than any other host out there. They cost a little bit more, but if you're not sure what you're doing, the extra help is worth it.

Myriad Network - http://www.myriadnetwork.com
They are also a really good host, and are cheaper than Sliqua, bu t their smallest plan is bigger - and more expensive - than the smallest sliqua can go with. They have also not had my site go down while I was with them.
