I always make my birthday cards myself, it's fun!!!
You will obtain the best results in Adobe Illustrator, Adobe In-Design, or Macromedia Freehand, but Pagemaker and any other page layout software will do too. You can download free trials from the Adobe and Macromedia websites.
First off, you start from a picture or illustration, whatever you want on the front of your card. Measure it carefully (bring up the rulers in your program) and go from there. The total width of the greeting card will be the double of your picture's, or more if you want to add borders around it. Let's say you don't want any borders for now -- it will be easier to explain. You set up a new document so that its height is the same as the picture's and its width is the double of the width of the picture. You'll see a rectangle on the screen. That's your greeting card when it's flat open. Then you place the picture you want to use in the right hand half of the rectangle. The left hand half will be the back. You print it (making sure you print trim marks), cut it, fold it, and there you go!!!
If this is still too complicated, you can look for a greeting card design software. Here are some examples:

Maybe you can even download a free trial and make your card without having to buy it.
