Remove any mental or physical obstacles to the task.

Observing something like prices in shops:
Use a notebook, and some kind of question framework within which the answers can be given.

General observation:
Watch faces and expressions, sometimes fleeting. Listen to the sound and tone of voice. Observe your feelings. They are often a high-speed path to the truth(s).

Some analysis is sometimes required as part of performing good observation.

Revelatory dreams can help. If you are interested indreams keep a notebook beside the bed.
In a once-off dream I learned that someone I knew was selfish in a way. This should have been obvious to me for years...

You need a slow thinking mind. I'm not telling you to be dumb. But think slow and take into account every detail you see. You will need to brush up on your human skills if you're observing people and be aware of mood changes, facial expressions, body language, etc.
