Just be very understanding and very sensitive that she put herself out. Most likely, it's chemistry and if she's your best friend, you'll be able to list a ton of good things about her, but that you just don't feel that way about her.
But before you do, at least run the traps. Have you ever thought of her that way? At least give it some thought first before shutting her down.
And afterwards, just be there and support her. Make her feel good about who she is and about her courage to say something.

In a gentle kind and understanding way. If you really value her friendship you need to tell her as much and let her know that you don't want to complicate or possibly ruin the friendship by bring a romance into the picture. Best of luck that is a tricky situation.

Of course you can refuse.. if you like her you should consider i mean you won't find anyone who knows you better after all it's your best friend ;) but if you don't feel the same way about her you should probably break it down gently..make sure nt to hurt her...

She's going to get hurt even if you say it the kindest way you can.
Tell her the truth, but be careful of her feelings.
Just tell her Look, I'm sorry, but I don't feel the same. I don't want to hurt you, but it's the truth. I'll always be your friend, but it can't go any further.
she'll understand.

Tell her she is your best friend and that you dont want to ruin what you both have, but things will be awkward after you do that. Good Luck!!
