I don't have A/C either. When it get's really hot like that, I put a wet towel in front of the fan. My cat will sleep on it all day. She loves it and it keeps her nice and cool.

What I do, and I live in Arizona, when the a/c goes out, I put several large zip lock bags with ice in them around the house. Put a thin towel or folded pillow case on them. I don't fill the bags to full and the towels and cases will help absorb any moisture. Use a couple of fans in the area and have fan blow near, not on the area where the ice is. Allow them to get in the bathtub, empty of course, if they will. The porcelain is cool. Keep a lot of fresh water handy and the ice cube idea in the water works well also.
If you can, as someone else suggested, go buy a small window unit and they will not only help them you will be in heaven also. But keep in mind that your elec bill will go up so use sparingly. I have two window units and the extra cost is well worth the additional money I pay each month during the summer.
Good luck luv. We had 31 days of over 100 last summer and the a/c went out once. Had, at that time, 26 very unhappy critters, but we made it through.

If you've the $$, buy a window AC unit and your cats will forgive you for everything up to this point. At least a fan or two, pointed to the floor. Brush them 1-3 times a day, to remove excess fur. They'll be wanting to shed any excess hair as much as possible.
If you've a basement space, move some of their favorite toys and even their food down there, to let the realize it's a cooler, darker space.
In worst case scenario, if they're panting and hot, run lukewarm to cool water on them and take them to the vet for hydration. Don't think they'll snap out of it. It can be deadly.

Keep them inside is the best thing. But make sure they have shelter from the sun, some kind of shade, and lots of water.

Get an ice cooler and put some bags of ice in it. They can lie by or around that and the ice should last most of the day.

Lots of cool water and maybe you could set up a fan or something.
