Tablet Chlorine does lower ph quickly while liquid has a negligable effect on PH. If you are concidering whether to use tablets, be aware that they also contain stabilizer. An outdoor pool needs stabilizer (cyanuric acid), to prevent the chlorine in the water from being eaten up. The problem is heavy use of chlorine tabs can put too much stabilizer in the water, making chlorine less effective. The more stabilizer that's in the water, the more chlorine that is needed to sanitize it. This is a little known problem that pool owners need to be aware of.

Your best and cheepest bet might be to use liquid chlorine or simply non scented Ultra Chlorine Bleach from the drugstore.

Most of the solid tablets cause a slow release of elemental Cl2 which reacts with the water to give HCl and HClO. Since it produces acid, it will lower the pH. I am not sure what you mean by liquid. If you mean NaOCl solution, it is a mild base and would raise the pH.
