There is nothing wrong with you neighbor dressing his dog up as clowns. I'm personally wouldn't do it. So, maybe you should just mind you own business and let your neighbor go about his.

Does the name Ed Gayce mean anything to you? Personally, I think it's insipid to do that, but, again, to each his own. Provided he's not hurting the animals or abusing them in any way, I say leave it alone. It's better he does that than use drugs or do something criminal.
