Is he a Weimaraner, Dalmatian or a German Shepherd with separation anxiety? If yes, you have your answer!
If not, I'd say he just learned that he could. Put up barrier bars or install unbreakable windows.

my dogs always wants to try to jump out of my car window. I have to keep the windows up when he rides with me.

On a guess, he sees something he wants to chase on the other side. There are window guards that keep toddlers from falling out windows maybe they would be a good idea.

he either dosent want to be inside or see's a bug or lizard and wants to chase it or your house is haunted and wants to catch a ghost or maybe hes been watching to much tv or just close the windows
