best time to approachher is at a party, just wander up to her, strike up a conversation and take it from there. there's plenty of signs that she's interested if you just put in the time to see them. most importantly, if she stays talking to you she likes you, because why would she wait around with some guy she doesn't like. try get her talking about herself, that way she can control the conversation, this will make her feel a lot more comfortable. next joke about with her a bit, have a laugh, be able to laugh about yourself, then she'll feel even more comfortable around you. then as time passes step a bit closer, make some sort of contact, like, if your in a crowd and someone is pushing by, place your hand on her lower back and block the pusher from knockig into her...after that its really up to you. more slight contact and edging closer to her will help, slowly does it, if you like her and she likes you then there will plenty of time to do "other" things, dont push your self on to her! last point, be confident about yourself!
