Probably because some girls actually like having their breasts played with and maybe he's been with one before. If it hurts and/or you don't enjoy it, you definitely should tell him. Maybe there's something else he can bite that you'd like better.

Men are amazed by boobs. They are compelled to touch and squeeze. Sometime it gets annoying, but I remember that my husband is like a little child, in awe of something he doesn't have and likes a lot and can touch when he wants.
