He likes this girl who is 2 years younger than him. She knows he likes her and she doesn't really like him enough for them to have a better "relationship." Should he get her to like him or should he just go on with his poor, pathetic life??? If no one answers, i will just re post this again and again and again until the administrators find out.

He can't get her to like him. He can either stay her friend and hope in vain that someday she will think of him as more (that answer really just makes his life more pathetic), or he can move on to someone that does want to have a relationship with him.

First of all make your friend understand what the ideally the girl would like her boyfriend to be,
IF he can match her need then good otherwise he can keep friendship with her as well as flirt with her without looking desprate. In the mean time he should look for other girls too.
I am sure if he start looking for other girl he will find his life more colourful. If taht girl miss him she will comeback to him
