Just kidding. However, in this millenium, it's totally acceptable for girls to start the conversation. Just don't giggle or look away.
The only proper thing to do is greet him. If you notice him looking at you, go up to him, smile, maintain eye contact (look at him at the bridge of his nose if you find it hard to focus) and say hi. If you're new at the place, introduce yourself, if not, just tell him 'I've seen you around.' Just ask what comes to your mind if you'd like, or you can play safe by making small talk, i.e. is he well, which class is he going, etc.

Go ahead and start talking to him.. You might get pleasantly surprised at what he says to you. Don't waste time, cause i am sure there are 5 other girls looking at him wondering the same thing! Take car eand god luck....
