I am a music arranger and I want to migrate to Belgium with my musician son, can I visit as a tourist and continue staying legally and ask for Visa extention?

I went to belgium and spoke with a man who worked part time at a convenience store. this man had a P.H.D from India. He migrated to Brussles so he could enjoy the luxuries of the welfare system Belgium has to offer. But due to people like my friend at the store coming to take advantage of the great benefits the Belgian government has to offer it is becoming increasingly harder to immigrate. Assuming you are from the United States they will grant you and you're son a tourist visa, and i would assume anyone can apply for an extension.
