I dont eat anything out of the water unless it's fried properly and Im one of the smartest people I know. (doesnt say much for my friends, but none the less, completely true.)
Although they dont make you smarter, fish oils and vitamin E are great for the skin, brain developement, digestive system, and memory. Some, even if only a fish stick or two a month, will balance your diet and probably help you alot with everyday things. If you decide not to eat sea foods anyway, vitamin supplements will do just the same.

Assuming you don't have allergies to fish or shellfish, seafood can be a good part of your diet, though it does depend on what kind of seafood you're planning to eat. Some species contain dangerously high amounts of lead and other poisonous materials.
Fish and shellfish will not make you smarter than any other diet with enough protein to keep your brain healthy, though some species can provide valuable amounts of Omega-3 fatty acids.

Fish (animals with scales) and shellfish (crustaceans and arthropods with hard shells) have been part of the human food pattern for millenia. Some people just don't like fish - in our family we call them "land-o-tarians" - and that is their right.
There are oils in fish that are good for the brain, heart, and digestion.
The land-o-tarians are just as smart as anyone, so it's probably not the fish.
