yes, call the police every time the dogs start up and have all your neighbors do the same, they will get tired of hearing about it and eventually do something.

I'm not positive about Indian laws, but I'm pretty sure it's an offense in any country. If I were you I would try talking to the neighbours, even getting them to sign a petition. There are collars that gives dogs a small shock when they bark, and if you don't have them in shops over there you can probably get one off ebay or the internet somewhere. If the neighbours ignore this petition, then take it to an animal rights business. They will investigate the situation, and if it is a case of the dogs not being fed properly they will likely be taken away from your neighbour, with the possibilty of a fine, or, if they are being seriously cruel to animals, a short jail sentence.
But yeah, first of all I would just get as many of your annoyed friends as possible to try and attempt to talk to the neighbours politley and ask them if they will try to stop the problem.

Remember one thig its the owners fault not the dogs.The owners are putting those poor dogs into a bad position and making them act that way.I would try to find a way to have the owners punished but in a way that wont hurt the dogs.I feel soory for those dogs there probubly ignored and left out back all day.Something needs to be done about those owners.See if you can nail them for animal abuse and if that dont work than call th police all the time an eventually they will get written up and will acually be sited. Dont make it easy for these people and dont give up.Maybey those dogs deserve a better home .

Depending on your own salary you may need to start slipping those animals some extra scraps. Train them that they get the scraps when they are not barking by rewarding the behavior that is wanted. Food is the root to training any animal, even if you cannot see them (if there is a fence) you should still be able to apply the principles. It will make a difference it the dogs are young or if they are old. This would be a better approach to dogs that are younger that are more apt to bark when hungry.

My neighbor having a pet dog (it is street wonder type dog) , and it start barking start from 5 am mg to 10 pm night. it create the nuisance to me. It disturb my routine sleep, disturb in reading etc.... I, think he has not taken any local permission. Is there any provision in law force him stop such nuisance ?. Does the police complain work ?

If you are not concerned about the moral conflict a gun can solve the problem. First though call a vet locally and ask them if there are laws about such a problem and if ther are they should be able to give the numbers of who to call. I f you don't get the answers you are looking for on the first call make a few more before doing something that might get you put in jail.

Can you talk to the police? They will know the proper procedures. Call the non-emergency number, the person who answers should either be able to tell you or know who you should contact. Or talk to a lawyer. Not to sue at this point, but just to get advise about the local laws.

go online and buy anti-bark collars, and give them to your neighbors, they will emit a shock that will keep them quiet
It won't hurt the dog, and they learn quickly. that is if you are willing to shell out some money for the sake of peace and quiet.
