I don't have a pet bird but i have seen them do this and was curious.

That's breeding behavior for several species of Lovebird. They, along with the Quaker (Monk) Parrot, are the only parrots that build nests. Lovebirds, especially Peach Faced Lovebirds, will chew strips of paper and tuck them into their rump feathers and fly off to add them to their nest. Apparently it takes some time to perfect this habit, as most birds learning to do this will lose most of their hard earned strips!

are they love birds, small green parrot type bird with a peach colored face. is very typical of the females to do this. is generally a sign of nesting.
