A major immediate effect was the Revolution of 1905 which some historians view as a dress rehearsal for the 1917 revolution which overthrew the Czarist regime and led to the Bolshevik Revolution. The 1905 revolution led to a very limited form of parliamentary representation in the form of the Duma. One immediate effect was to show that militarily the Czarist regime was something of a paper tiger and that Japan was emerging as a credible force in international politics.
