I've searched for rail and bus options without success. What am I missing, and where should I be searching?

Take Amtrak Cascades from Portland to Vancouver, BC

Take Via Rail from Vancouver, BC to Manitoba.
Train from Vancouver goes to Winnipeg, then another train goes all the way north to Churchill, so you should be able to get where ever you need to go.

Greyhound bus, they travel in both the US and Canada

try driving. Sure it might take a while, but it looks like you dont have a better option.
