Never put royal icing flowers around moisture- the freezer or fridge- because they are "thirsty" and will soak it up and ruin. The hardest thing is making sure they don't break, so the packing popcorn is good. If the flowers are big wrap individually with tissue then securely place in a box lined with more tissue. If you just want to store for your own use just keep them dry in something that won't let moisture or sun in. I keep mine in a plastic container in my cabinet. You can also wrap with foam, that's how some cake shops do it. No need for ice as they won't melt.

Tissue between petals adds cushion, avoid the freezer & fridge. Wrap with Stretch tight (A type of plastic wrap) www.stretchtight.com (based in Washington State)
Air-tight containers work best, layer only 1 high otherwise you risk breaking them. Good luck!

freeze them, then ship them with dry ice packed in packing popcorn. so they dont break. ask the people you get dry ice from (we used to sell it at the baskin robbins ice cream shop i worked at-special order) how much you will need for how ever long you need it packed for. but dry ice will evaporate easy, melting ice will cause a mess and possibly mess up your flowers.
